New project: CLANDESTINO (Undocumented Migration: Counting the Uncountable Data and Trends Across Europe). Clandestino (funded under the Sixth Framework Programme), involving three IMISCOE partners, will provide an inventory of data and estimates on undocumented migration in selected EU countries. Researchers will analyse these data comparatively, discuss the ethical and methodological issues involved in the collection of such data and propose new methods for evaluating and classifying data. It hereby responds to the need for more reliable and systematic data on undocumented migration in Europe. Well-founded research is essential in order to ensure that migration policy initiatives do not have unintended, or even counterproductive effects on current or future undocumented migration flows. IMISCOE Policy Briefs

pdflogo How to tackle ethnic diversity at the local level: examples from policy practitioners in Amsterdam and Berlin, Floris vermeulen, IMISCOE Policy Brief No. 3. Amsterdam: IMISCOE
Many European cities suffer from social problems in which ethnic diversity plays
an important role. Such diversity can often lead to a sense of inequality among
groups. Focusing on the dynamic of groups in an effort to promote equality,
however, can create tensions among people, particularly when policymakers focus
on groups defined on the basis of ethnicity. A major policy question therefore is:
how can we improve the position of deprived ethnic groups while simultaneously
delimiting, if not altogether avoiding, the build up of tensions among them? This
policy brief endeavours to provide an answer, suggesting ways to deal with the
paradox of recognising difference while still promoting equality. It is meant for policymakers and policy practitioners, specifically at the local level, who are working on inequality issues.

pdflogo Inside Perspectives on the Process of Human smuggling, Ilse van Liempt (2007). IMISCOE Policy Brief No. 3. Amsterdam: IMISCOE
Smuggling is often treated as an illegal, criminal business in which huge profits are made. This dominant perspective’s development is manifest in current academic studies, but it has also found its way into policies dealing with irregular migration. Combating human smuggling is seen as a solution to prevent unwanted forms of migration. Yet, paradoxically, efforts to combat smuggling may increase the demand for smugglers, drive smuggling prices up, heighten the dangers for migrants involved in migrating and lessen likelihood of return migration altogether. This brief presents an alternative perspective from which to take into account social perceptions of human smuggling, to pay more attention to diversity within smuggling processes and to accommodate the complex stories that may lie hidden in the smuggling process. This policy brief may be of interest to policymakers who deal with irregular migration and asylum, particularly as the fields pertain to human smuggling.

IMISCOE Working Papers

IMISCOE Working Papers are the products of ongoing work by IMISCOE members that are not (yet) ready for publication within the IMISCOE-AUP Book series.

pdflogo Albanian migration and development: state of the art review, Julie Vullnetari (2007), IMISCOE Working Paper
"With the author's knowledge both of the Albanian language literature and the international literature in other languages, the report can justifiably claim to be the most complete review of Albanian migration to date. Moreover, the paper is not limited to the post-1990 international migration: Vullnetari also examines the lesser-known early history of Albanian emigration, and she tells the story of the large-scale internal migrations that have characterised the past 17 years. In this way she weaves together a sophisticated analysis of historical (dis)continuities, interrelations between internal and international migration, and their combined links with Albanian development."
Dr. Ilir Gedeshi, Centre for Economic and Social Studies and Prof. Russell King, Sussex Centre for Migration Research, University of Sussex

pdflogo Conference report: Successes and challenges of local integration policy, Floris Vermeulen (2007), IMISCOE Working Paper-Conference Report
This report describes an activity that is gaining in importance and one that is valued highly in IMISCOE, namely to bring researchers and policymakers together and to engage the intended public more actively in research. The report presents the main and most relevant items discussed at the policy workshop ‘Successes and Challenges of Local Integration Policy’, which took place on 7 December 2006 at the Werkstatt der Kulturen in Berlin. The workshop’s primary objective was to unite researchers and policymakers from different cities to discuss pressing urban integration issues. In a very open way the participants reported on the challenges they are facing and on the failures and successes of their policies and programmes.

pdflogo The governance of Islam in Western Europe: A state of the art, Marcel Maussen (2007). IMISCOE Working Paper No. 16
Islam has become a part of the landscape of European societies and has been high
on public, political, policy and academic agendas for some time now. Overlooking the field of studies on Islam in Western Europe one can distinguish different research traditions and perspectives. This Working Paper presents a literature review on the accommodation of Islam in Western Europe. This report is also the starting point for a discussion on the state of such research and on possible ways of developing new research agendas in this domain. For this purpose an online discussion page has been developed. If you would like to intervene in this discussion and for more information you can also contact: Marcel Maussen, author of the report.
