FIFTH ANNUAL ACTIVITY REPORT
In August 2008 we submitted our fifth annual activity report to the European Commission. In this report we look back at our efforts and activities in the period 1 April 2007-31 March 2008. In this period we saw a further increase in individual members to now a total number of almost 550. A substantial number of research proposals were approved and started ....

 

EVALUATION OF IMISCOE'S THIRD YEAR
The activities of IMISCOE are evaluated each year by an external review committee installed by the European Commission. In April 2008 we received the evaluation report of our third year, 1 April 2006- 31 March 2007. The evaluation committee concluded that IMISCOE had achieved an enormous amount of work to a very high standard and generally achieved much of its objectives, has reached a wider academic and policy audience and had successfully included young researchers into its activities. The committee congratulated the management of the Network on holding it together so well. The committee also made various critical remarks and suggestions regarding how to improve the network that will be discussed in the IMISCOE Board Meetings in Bilbao, 12 September 2009.

IMISCOE THEORY CONFERENCES
IMISCOE has organised a series of conferences on fundamental and strategic issues in theories, concepts and methodologies for the study of migration and integration. These conferences will produce both IMISCOE Policy Briefs and titles in the IMISCOE-AUP Series that present new perspectives on migration related theories and research methodologies. In the Newsletter we will include updates on the deliverables of these conferences

This book draws the reader into the complex, often contradictory world of mmodesofmigrationigration regulation. It covers the range of different policy approaches aiming to control migration in Europe – or, more precisely, the entry and residence of non-EU citizens in EU countries. As demonstrated by the authors of each chapter, the day a common migration policy can exist for the lasting benefit of all the Continent’s residents is still a long way off. Each country has its own highly idiosyncratic national policies. Policymakers get caught up in the trial-and-errors of increasingly intrusive and ineffective control measures. The framework of this ably edited volume, however, reveals that there are common tendencies and new policy convergences across the EU, and they are brought about less by design than by universal concerns. This could only mark the start to understanding the impact of migration and overcoming the challenges of integration.

Switzerland likely has the most particular naturalization system in the world. Whereas in most countries citizenship attribution is regulated at the central level of the state, in Switzerland each municipality is accorded the right to decide who can become a Swiss citizen. This book aims at exploring naturalization processes from a comparative perspective and to explain why some municipalities pursue more restrictive citizenship policies than others. The Swiss case provides a unique opportunity to approach citizenship politics from new perspectives. It allows us to go beyond formal citizenship models and to account for the practice of citizenship.

TRANSIT, MIGRATION AND POLITICS: TRENDS AND CONSTRUCTIONS ON THE FRINGES OF EUROPE
This policy brief is the culmination of papers presented at the IMISCOE Theory conference (Irregular) Transit Migration in the European Space, which took place 18-20 April 2008 at Koç University, Istanbul. It argues that learning what transit migration is – and what it is not – can help policymakers refine migration measures. It presents how the term transit migration is both a political loaded term (often referring to unwanted migration) as well as a sociological concept that aims to cover a specific though complex set of types of migration. A better understanding of transit migration could alleviate the stigmatisation of migrants and transit countries.

ENTRANCE FEES FOR MIGRANTS: A FAIR AND EFFICIENT PROPOSAL FOR IMMIGRATION POLICY REFORM
By integrating economic and migration theory, the author proposes a fee-based entrance system to control migration flows. This proposal rests on the observations that current migration policies are unfair and inefficient. A fee-based entrance system could control migration flows while satisfying labour market demands, satisfying state requirements and respecting human rights. This brief is based on the IMISCOE publication Migrants and Markets: Perspectives from Economics and the Other Social Sciences by Holger Kolb and Henrik Egbert (eds) (Amsterdam University Press 2008).

ILLEGAL MIGRATION: HOW GENDER MAKS A DIFFERENCE
To understand a migrant’s choice to migrate illegally and to remain illegal in the receiving country, his or her position prior to migration must be considered. Women often experience unfavourable circumstances in their country of origin and an institutionalised perception – of illegally migrant women being at risk and illegally migrant men as posing a threat – creates different circumstances for the men and women who try to migrate illegally. This policy brief specifically presents illegal migration in a gender-based analysis. DECENTRALISED CITIZENSHIP POLICIES: BETWEEN NATIONAL JUSTICE AND MUNICIPAL PARTICULARITIES
Switzerland constitutes the most extreme case when it comes to local-level variations in citizenship policies. In this country, every municipality is attributed its own right to decide the criteria for naturalising foreigners. As a result, we observe a large range of different naturalisation policies. This policy brief discusses the mechanisms that influence local naturalisation policies, as well as advantages and problems that come with a decentralised system. The brief is based on the IMISCOE publication Practising Citizenship and Heterogeneous Nationhood. Naturalisations in Swiss Municipalities (Amsterdam University Press 2008).

FEASIBILITY STUDY EUROLINKS
EUROLINKS is one of the three integrative research activities that take place under the auspices of the IMISCOE Network of Excellence. The aim of this activity is to find new lines of research to be advanced into the activities of the research clusters. The starting point of the EUROLINKS Study is international migration as it affects not only the countries of the European Union, but also the countries of origin. The study creates a new framework for understanding migration to Europe in terms of various types of existing interconnections between geographical areas.

EQUAL OPPORTUNITIES ON THE LABOUR MARKET FOR IMMIGRANT PEOPLE AND ETHNIC MINORITIES This working paper stems from an initiative in which IMISCOE researchers and practitioners were brought together in an international workshop to create a dialogue on 1) discrimination on the labour market, 2) gender and immigrants on the labour market, 3) equity policies in organisations and 4) diversity management and the business case.
