THE ‘NEW’ IMISCOE
We are pleased to report that IMISCOE will carry on well after its European Commission funding comes to an end on 31 March 2010. IMISCOE will function as an independent network that is funded by institutional membership. The IMISCOE board of directors has resoundingly expressed its appreciation for the valuable collective of migration and integration researchers that IMISCOE has become and unanimously decided that the network should persevere. In autumn 2008, all 23 IMISCOE member
institutes committed themselves to a ‘new IMISCOE’ by signing letters of intent. Named the IMISCOE Research Network, this future incarnation of IMISCOE was officially established at a constitutive meeting of directors on 9 April 2009 in Brussels. The IMISCOE Research Network will therefore co-exist with the IMISCOE Network of Excellence until 31 March 2010, after which the independent network will begin operations in full swing. The IMISCOE Research Network will keep migration, integration and social cohesion as its main focus. It also intends to expand institutional membership in the coming year by at least seven new partners.
PRAISE FOR THE IMISCOE NETWORK OF EXCELLENCE
The IMISCOE Network of Excellence was acknowledged in ‘Moving Europe: EU Research on Migration and Policy Needs’, a report published in April 2009 by the European Commission Directorate-General for Research in Socio-Economic Sciences and Humanities. According to the report:
[IMISCOE] could be described as perhaps the most tangible achievement of migration funding at European level. Much of the research carried out by members of IMISCOE is of direct relevance to policy, with the researchers maintaining their scientific independence. (p. 15)

EXPERT GROUP EVALUATES NETWORKS OF EXCELLENCE
A number of Networks of Excellence have taken action towards the European Commission in hopes of gaining support for well-functioning Networks of Excellence in their transition to operational independence. In this regard, the IMISCOE Coordinator recently co-signed a letter addressed to European Commissioner for Science and Research Janez Potocnik. Read the letter here.
IMISCOE PUBLICATIONS PROGRAMME
On 8 April 2009, a number of decisions were made at IMISCOE’s annual board meetings regarding the Network’s publications programme. The IMISCOE-AUP Dissertations Series and the IMISCOE-AUP Reports Series will be phased out during the transitional year (1 April 2009 – 31 March 2010). Authors and editors hoping to publish in either of these series should submit full manuscript proposals to IMISCOE Editorial Committee Managing Editor Karina Hof (k.t.hof@uval.nl) by 30 June 2009.

‘Regularisation: A misguided option or part and parcel of a comprehensive policy response to irregular migration?’ by Albert Kraler. In this WP Kraler demonstrates how regularisation programmes have become
part of a ‘toolbox’ used by the contemporary migration management system,
especially in countries unable to implement a more rigid system of migration
management and control. Kraler questions the oft-quoted opinion that
regularisation is a magnet for further irregular flows and argues that
regularisation programmes could be a relevant factor to flows within the EU in
instances whereby irregular migrants go to countries with their own
regularisation programmes. The reverse case and the emergence of new
inflows, however, cannot be proven with empirical evidences.

On 20 April European Commission Vice President Jacques Barrot launched the new European Web Site on Integration: www.integration.eu. This online portal is meant to provide policymakers and practitioners with a ‘one-stop shop’ for information on integration and its good practices.
Vol. 10, No. 2 of the UNESCO’s International Journal on Multicultural Societies (IJMS) entitled ‘The Conditions of Return Migrants’ is now available online.
